Design

After approval on Facilities Plan#

Send the Town 5 cc of the Facility Plan for their records. Check with OPC concerning funding. Consult with Client concerning Design Fees and Engineering Agreement.

Don't Start Without an Agreement#

File one (1) copy of P's & S's to OPC for preliminary review.

Write OPC requesting wage determination (which may need to include building rates & heavy utility construction rates).

After receipt - check expiration date.

Engineer should begin work on User Charge System which has to be filed and approved by OPC before a loan offer can be set.

Letter of comments from OPC - make corrections.

Amend P's & S's as per OPC & transmit three (3) amended copies to OPC for final approval. They will return two (2) copies stamped approved.

If the project falls above the "funding line" of the priority list issued by the Office of Pollution Control, the Town may proceed with some degree of confidence that the project will be funded.

Don't start without funding!!!! If the project falls below the "funding line" of the priority list, the project could be funded the next fiscal year. This should be checked very carefully with the Bureau of Pollution Control and the Town.

Outline#

  • Field Work
  • Design work, prepare plans and specifications
    • (Note: Easements should be secured during this time frame, as well).
  • Submit for review of the Office of Pollution Control, usually by April 1 (March if possible) of the Fiscal Year the funds are to be available, i.e. about 14 months after submitting a Request for Ranking.
  • Amend and final submittals in accordance with Office of Pollution comments.
  • Sometime during the design period, a User Charge Study has to be prepared, usually before full loan application. (Plans and Specifications will be approved prior to submitting the application.)
